Three-Tier Dairy Cooperative Structure
The dairy cooperative system operates through a three-tier
structure, creating a direct and integrated link between milk producers and
consumers.
At the grassroots level, Dairy Cooperative Societies (DCS)
are owned by farmer members. These DCSs collectively form the District Milk
Producers’ Union, while the District Unions together own the Rajasthan
Cooperative Dairy Federation (RCDF).
This vertically integrated structure ensures that the
benefits of cooperation flow directly from the producer to the consumer.
Role of the Federation – RCDF
- The Federation provides overall support and coordination to the Milk Unions through:
- Marketing of dairy products within and outside Rajasthan
- Liaison with Government and NGO agencies
- Mobilization of financial and other resources
- Coordination and planning of programmes and projects
- Technical and institutional support to the Milk Unions
Role of the Milk Union
- The Milk Union acts as the link between village-level cooperatives and the Federation. Its key responsibilities include:
- Development and strengthening of the village dairy cooperative network
- Procurement, processing and marketing of milk and milk products
- Sale of cattle feed and other dairy-related inputs
- Promotion of crossbreeding through Artificial Insemination (AI) and Natural Service (NS)
- Promotion of fodder development
- Technical support, supervision and guidance to DCSs
Role of Dairy Cooperative Societies (DCS)
DCSs form the foundation of the cooperative system. They:
- Procure milk from their producer members
- Provide input services such as animal health and Artificial Insemination
- Facilitate access to cattle feed and other services
- Ensure transparent milk testing, weighing and payment to producers
